A one-time window to declare undisclosed foreign assets, open until 31 December
CBDT notified the rules and Forms 1 to 4 for the Foreign Assets of Small Taxpayers Disclosure Scheme, 2026 (G.S.R. 732(E); the Scheme itself sits in Chapter IV, ss.130-144 of the Finance Act, 2026). The window opened 16 August 2026 and the declaration in Form 1 is due by 31 December 2026. Two categories: foreign assets never taxed, aggregate value up to Rs 1 crore, at 30% tax plus an additional amount equal to the tax, so 60% effective; and assets already taxed or from a non-resident source but simply unreported, up to Rs 5 crore, at a flat Rs 1 lakh. Value is taken at fair market value on 31 March 2026, and the test runs on asset value, not income. Read the immunity narrowly: it covers the Black Money (UFIA) Act, 2015 and nothing else - not FEMA, not PMLA, and not general prosecution under the Income-tax Act. Schedule FA reporting continues to apply from FY 2026-27 regardless.

Foreign-remittance verification drive puts Form 15CB certifiers in scope
The Department opened a nationwide verification exercise into suspicious outward foreign remittances, covering 394 entities and 36 professionals. It followed data analysis and ground intelligence on large overseas remittances by entities with little or no reported business activity, and Form 15CB certification is squarely in scope. This one lands on the profession, not only on clients. Pull your 15CB file and check, for each certificate, that the underlying documents, the purpose code and the treaty position on record actually support what was certified.

CCFS-2026 amnesty extended again, now closing 15 September 2026
The Companies Compliance Facilitation Scheme window moves from 31 August to 15 September 2026 - its second extension, after General Circular 03/2026. Terms are unchanged: overdue forms (AOC-4, MGT-7/7A, ADT-1, FC-3, FC-4 and the like) at 10% of normal additional fees with immunity from prosecution for the covered defaults, plus the dormant-status (MSC-1) and strike-off (STK-2) concessions. Run a portfolio-wide ROC pendency scan now, particularly private companies carrying multi-year unfiled annual returns. Full additional fees, penalties and officer-disqualification exposure resume once 15 September passes.

MEF 2026-27 closes 9 September, and ICAI says no further extension
The Multipurpose Empanelment Form for 2026-27 was hosted on meficai.org on 7 August and the last date extended from 29 August to 9 September 2026. ICAI has stated expressly that no further extension will be granted. MEF drives empanelment for bank branch audits and for RBI, NABARD and CRCS assignments, so a missed filing costs the firm a year of allotments. The operative date is 9 September 2026.

The tax audit Guidance Note has been finalised as a Revised 2026 edition
ICAI has issued the Guidance Note on Tax Audit under Section 44AB of the Income-tax Act, 1961 (Revised 2026) - 605 pages, Direct Taxes Committee - now live on the ICAI Publication Portal. It follows the exposure draft circulated on 9 July 2026 and supersedes the Revised 2025 edition. With tax audit reports for AY 2026-27 due 30 September, this is the edition your audit team should be working from, and the reporting positions in it should be settled before the file is signed rather than after. ICAI has not stamped a release date on the portal entry, so treat the edition label, not a date, as the identifier.

The higher-rate window on FCNR(B) and NRE deposits has closed early
RBI brought the sunset of the temporary withdrawal of interest-rate ceilings forward from 30 September to 31 August 2026, for FCNR(B) deposits of 3 to 5 year tenors and NRE term deposits of 3 years and above [RBI/2026-27/243]. Deposits contracted from 1 September revert to ceiling-linked rates. Reset NRI clients' expectations on renewals and on any planned FCNR(B) or NRE placement - the elevated-rate window they may have been counting on is gone a month early.

The due date for non-audit returns carrying business or professional income (ITR-3, 4, 5 and 7) for AY 2026-27 was 31 August 2026. No extension order was issued - the Department instead ran a sustained filing push through August and reported over 6.5 crore returns filed as at 20 August. Clients who missed the date are into belated-return territory, with the fee under the belated-filing provision and the loss of carry-forward for most losses. Foreign asset information is now visible to taxpayers inside the AIS
CBDT enabled taxpayers to view their Foreign Asset Information through the Annual Information Statement. This landed on 20 July, the closing day of the last published issue, so it is carried into this one. Read it with ITEM 01 and ITEM 02: the department is surfacing foreign-asset data to the taxpayer, opening a disclosure window, and running a remittance verification drive at the same time. Use it as a working tool - have clients pull the AIS foreign-asset view and reconcile it against Schedule FA before deciding whether a declaration under the Scheme is needed.

Correction statements for the renumbered TDS forms are now live
Under the Income-tax Act, 2025 the quarterly TDS and TCS statements were renumbered for Tax Year 2026-27 onwards: Form 138 replaces 24Q (salary), Form 140 replaces 26Q (non-salary resident), Form 144 replaces 27Q (payments to non-residents) and Form 143 replaces 27EQ (TCS). The correction track for these forms is now published and validates through FVU version 1.2. Corrections for FY 2010-11 to FY 2025-26 continue on the separate FVU 9.5 line, so the two eras do not mix. One gap to plan around: the Q4 file format for Form 138 is still awaited.

Entity-specific notifications, and two domains that stayed quiet
The balance of CBDT notifications in the window (92 to 117 of 2026, other than 94, 97 and 114) are entity-specific exemptions and approvals - District Legal Service Authorities, the Kerala Headload Workers Welfare Board, Noida SEZ Authority, Sir Ganga Ram Trust, and the Maharashtra Electricity Regulatory Commission (Notifications 116 and 117 of 25 August). No general applicability; check the conditions in the notification before relying on any approval. No CBDT circular was issued in the window at all. On the quiet side: GST saw no legislative change reaching our clients beyond the 29 July advisory, and no SEBI circular met the audit or corporate-compliance scope - the in-window circulars were entirely capital-markets and operational.

ITEM 01 · FOREIGN ASSETS DISCLOSURE SCHEME · Material
01.1
Reference
CBDT Notification No. 114/2026, G.S.R. 732(E), F.No. 370142/18/2026-TPL, dated 14 August 2026, notifying the rules and forms. The Scheme itself is Chapter IV, ss.130-144 of the Finance Act, 2026 - s.131 eligibility, s.133 charge, s.135 procedure, s.140 exclusions. The rules were made under the s.143 rule-making power.
01.2
Window
Opened 16 August 2026. The declaration in Form 1 is due by 31 December 2026. Payment runs on a separate clock into 2027, with 1% per month on delay.
01.3
Forms
Form 1 - the declaration
Form 2 - the authority's order determining the amount payable
Form 3 - intimation of payment, with proof
Form 4 - the certificate of validity and immunity
01.4
Eligibility and cost
Category 1 - foreign assets never subjected to tax, aggregate value up to Rs 1 crore: tax at 30% plus an additional amount equal to the tax, an effective 60%
Category 2 - assets already taxed, or from a non-resident source, but not reported, aggregate value up to Rs 5 crore: a flat Rs 1 lakh
Both tested on fair market value at 31 March 2026, and on asset value rather than income
01.5
Limits of the immunity
This is the part clients will get wrong. The immunity runs to the Black Money (UFIA) Act, 2015 only. It does not extend to FEMA, to PMLA, or to general prosecution under the Income-tax Act, and Schedule FA reporting continues to apply from FY 2026-27 in the ordinary way. Describe the 100% addition as an additional amount equal to the tax, not as a penalty - the distinction matters if the charge is ever litigated.
01.6
Confirm on the notification
How a foreign bank account is valued. One reading takes the sum of all deposits since the account was opened, another the higher of cost or market value. The difference is decisive: on the deposits reading, a modest account can breach the Rs 1 crore ceiling.
Whether a search, survey or existing notice bars a declaration. The reported exclusions under s.140 are only PMLA proceeds of crime and years already assessed under the 2015 Act. Every prior Indian amnesty carried a detection bar, so treat its apparent absence with caution.
01.7
Action
Screen the client base now - overseas bank and brokerage accounts, ESOPs and RSUs in foreign parents, foreign pension entitlements and immovable property abroad - against Schedule FA history, then settle the two open points above. Read this alongside ITEM 02: the disclosure window and the Department's detection capability are moving together, and the window shuts 31 December 2026.
ITEM 02 · FOREIGN REMITTANCE VERIFICATION DRIVE · Material
02.1
02.2
Scope
A nationwide verification exercise into suspicious outward foreign remittances covering 394 entities and 36 professionals, following data analysis and ground intelligence on significant remittances by entities with little or no reported business activity.
02.3
Why it reaches the profession
Form 15CB is an accountant's certificate. Where a remittance is challenged, the certificate and the file behind it are examined alongside the remitter. The inclusion of 36 professionals in the announced scope is the point of the announcement.
02.4
Action
Review the 15CB file. For each certificate confirm the invoice or agreement relied on, the purpose code, the treaty article and rate applied, and the beneficiary KYC held. Where the underlying documentation is thin, record the position now rather than reconstructing it under enquiry.
ITEM 03 · CCFS-2026 EXTENDED · Deadline live
03.1
Reference
MCA General Circular No. 04/2026 dated 31 August 2026, extending the Companies Compliance Facilitation Scheme, 2026 (introduced by General Circular 01/2026 of 24 February 2026 and earlier extended by General Circular 03/2026).
03.2
Window
The operative window moves from 31 August 2026 to 15 September 2026.
03.3
Terms
Unchanged: overdue forms (AOC-4, MGT-7/7A, ADT-1, FC-3, FC-4 and the like) at 10% of normal additional fees, with immunity from prosecution for the covered defaults, together with the dormant-status (MSC-1) and strike-off (STK-2) concessions.
03.4
Retrieval
MCA per-item circular PDFs have no stable shareable URL on the V3 portal. Retrieve General Circular 04/2026 from the MCA Circulars listing, where it is indexed under 31-08-2026.
03.5
Action
Clear every overdue ROC filing before 15 September 2026. Prioritise private companies with multi-year unfiled annual returns, where the additional-fee saving is largest and the officer-disqualification exposure most real.
ITEM 04 · ICAI MEF 2026-27 · Deadline live
04.1
Reference
ICAI Professional Development Committee announcements dated 7 August 2026 (hosting of the form on meficai.org) and 28 August 2026 (extension of the last date).
04.2
Window
Last date moves from 29 August 2026 to 9 September 2026. ICAI has stated that no further extension will be granted.
04.3
Why it matters
MEF is the gateway to bank branch audit allotment and to RBI, NABARD and CRCS empanelment. A missed filing costs the firm a full year of allotments; there is no condonation route.
04.4
Action
If the firm has not filed, file now. Confirm the declaration and the partner and staff particulars before submission - corrections after the last date are not entertained.
ITEM 05 · TAX AUDIT GUIDANCE NOTE · Material
05.1
Reference
Guidance Note on Tax Audit under Section 44AB of the Income-tax Act, 1961 (Revised 2026), Direct Taxes Committee, ICAI. 605 pages, hosted on the ICAI Publication Portal (publication 968). Download requires an ICAI login.
05.2
Status
Final, not a draft. It is listed on the Direct Taxes Committee page as a separate entry from the exposure draft circulated for public comments on 9 July 2026, and it supersedes the Revised 2025 edition.
05.3
Which year
The Act referred to is the Income-tax Act, 1961, which is correct: AY 2026-27 corresponds to FY 2025-26 and is governed by the 1961 Act. The Income-tax Act, 2025 applies from Tax Year 2026-27 onward.
05.4
Dating caveat
The Publication Portal entry carries no release date. Identify the publication by its edition label (Revised 2026), not by a date. We have not published a release date because ICAI has not stated one.
05.5
Action
Move the audit team onto the Revised 2026 edition now, before the 30 September tax audit deadline. Re-check the clauses where reporting has widened in recent years, and settle contested positions against this edition rather than the 2025 one - a Guidance Note change mid-season is exactly what gets missed on a signed 3CD.
ITEM 06 · FCNR(B) AND NRE RATE CEILINGS · Material
06.1
Reference
Reserve Bank of India (Commercial Banks - Interest Rate on Deposits) Third Amendment Directions, 2026 [RBI/2026-27/243], dated 25 August 2026.
06.2
What changed
The sunset of the temporary withdrawal of interest-rate ceilings is brought forward from 30 September 2026 to 31 August 2026.
06.3
Which deposits
FCNR(B) deposits of 3 to 5 year tenors and NRE term deposits of 3 years and above. Deposits contracted from 1 September 2026 revert to ceiling-linked rates.
06.4
Action
Tell NRI clients the elevated-rate window closed a month earlier than announced. Re-run the arithmetic on any renewal or fresh placement decided on the earlier 30 September assumption.
ITEM 07 · FORM ITR-BN FOR BLOCK ASSESSMENTS
07.1
Reference
Notification No. 97/2026, G.S.R. 656(E), F.No. 370142/11/2026-TPL, dated 24 July 2026 - the Income-tax (Third Amendment) Rules, 2026.
07.2
What it does
Introduces Form ITR-BN as the return of income for block assessments, and amends Rule 332 by inserting Appendix IV.
07.3
Which proceedings
Block assessments arising from search under s.247 or requisition under s.248 of the Income-tax Act, 2025. Effective from 1 April 2026.
07.4
Action
Any client under search or requisition files the block return on ITR-BN. Brief the assessment and litigation team, and check the form against any block-period return currently in preparation.
ITEM 08 · SPECIFIED FUND DEFINITION WIDENED
08.1
Reference
Notification No. 94/2026, G.S.R. 646(E), F.No. 370142/24/2026-TPL, dated 21 July 2026 - the Income-tax (Second Amendment) Rules, 2026.
08.2
What it does
Amends Rule 157(5)(c) to widen the meaning of 'specified fund' to include Category I and Category II Alternative Investment Funds registered in India. No new or substituted form.
08.3
Action
Re-check the classification of Cat I and Cat II AIF clients, and any structuring or withholding position that turns on the specified-fund route, against the amended rule.
ITEM 09 · FATCA AND CRS GUIDANCE NOTE REVISED
09.1
Reference
CBDT revised Guidance Note on FATCA and CRS, dated 24 July 2026, with FAQs.
09.2
What changed
Consolidated and re-aligned to the Income-tax Act, 2025 and the Income-tax Rules, 2026, extended to Form 166 and to crypto-asset and CBDC reporting by Reporting Financial Institutions.
09.3
Action
Any client that is a Reporting Financial Institution should re-map due diligence and reporting to the revised Note, with particular attention to the new digital-asset categories, before the next reporting cycle.
ITEM 10 · IND AS AMENDMENT RULES, 2026
10.1
Reference
The Companies (Indian Accounting Standards) Amendment Rules, 2026, listed on the MCA What's New feed under 12 August 2026 and announced on MCA's official channel on 19 August 2026.
10.2
Verify before applying
The specific standards amended, and the effective date, were not confirmable from the listing. Read the notification before settling accounting policies or the audit plan.
10.3
Action
Flag every Ind AS preparer on the client base and schedule a policy review for FY 2026-27 once the amended standards are confirmed.
ITEM 11 · E-WAY BILL ENHANCEMENTS ON HOLD
11.1
Reference
GSTN advisory dated 29 July 2026 - Keeping on Hold the Proposed e-Way Bill Enhancements.
11.2
What changed
mandatory capture of 'Ship To GSTIN' in Bill-To / Ship-To transactions
the new voluntary e-Way Bill closure facility
11.3
Action
Tell clients and their ERP or GSP teams to stand down on the 1 August cutover. Continue the ship-to GSTIN master clean-up regardless - the requirement is deferred, not withdrawn, and the clean-up is the long pole.
ITEM 12 · ICAI GST PUBLICATIONS
12.1
Reference
Background Material on GST, Volumes I and II - hosted 31 August 2026
GST Sectoral Guide on Fast-Moving Consumer Goods - hosted 11 August 2026
12.2
Context
Both fall inside this window. A third guide, on Charitable Trusts and NPOs (14 July 2026), sits just outside it.
12.3
Why it is worth noting
No CBIC notification, circular, instruction or order was issued in the entire 21 July to 6 September window, yet the Institute's GST material was refreshed twice. The law was still; the guidance was not.
12.4
Action
Replace any older Background Material on the GST desk with the 31 August volumes. Use the FMCG sectoral guide where you act for consumer-goods clients - sectoral guides are the fastest route to the classification and valuation positions the department actually argues.
ITEM 13 · AY 2026-27 RETURN UTILITIES COMPLETE
13.1
What changed
ITR-5 - online 5 August, offline 7 August
ITR-7 - online 11 August, offline 14 August
ITR-6 - excel utility 4 August, online 18 August, offline 20 August
13.2
Action
Firm, LLP, trust, institution and company returns can all now be prepared. Update to the latest build before filing and re-verify the Schedule FA, exempt-income and audit-report linkage schedules.
ITEM 14 · NON-AUDIT DUE DATE PASSED
14.1
Reference
Due date for non-audit returns with business or professional income (ITR-3, 4, 5 and 7) for AY 2026-27 - 31 August 2026.
14.2
No extension
No extension order was issued. The CBDT Orders feed was read directly for the window and carries no s.239 or comparable extension. The Department instead ran a filing push through August, reporting over 6.5 crore returns filed as at 20 August 2026.
14.3
Action
Identify clients who missed the date now. They are into belated-return territory, with the belated-filing fee and the loss of carry-forward for most losses. Do not leave this to surface at the audit deadline.
ITEM 15 · MCA FAQs - FOREIGN COMPANIES
15.1
Reference
MCA FAQs on Foreign Companies / Indian Subsidiaries of Foreign Body Corporates, published 24 August 2026.
15.2
Action
Re-check FC-1, FC-3 and FC-4 filing positions and the registered-place-of-business analysis for every inbound structure on the client base against the FAQs.
ITEM 16 · GOODWILL TRANSFER PERIOD EXTENDED
16.1
Reference
ICAI Ethical Standards Board announcement dated 25 July 2026, amending the Code of Ethics 2026, Volume I.
16.2
What changed
The permissible period for transfer of the goodwill of a deceased member's proprietary firm is increased from one year to three years from the date of death.
16.3
Action
Where a proprietor has died within the last three years and the firm name has not been transferred, the window may still be open. Check before treating the firm name as lapsed - this is a real recovery for affected families.
ITEM 17 · VOSTRO ACCOUNT REPORTING RELIEF
17.1
Reference
A.P. (DIR Series) Circular No. 20 [RBI/2026-27/251], dated 2 September 2026.
17.2
What changed
Two reporting requirements for AD Category-I banks on non-resident bank Vostro accounts are rescinded - the annual 15 January submission of an updated list of bank offices and branches, and the reporting of overdrawals.
17.3
Note
Relief at the authorised-dealer end. No client action; relevant only where you advise an AD bank on FEMA reporting.
ITEM 18 · FOREIGN ASSET DATA IN THE AIS
18.1
Reference
Income-tax e-Filing portal announcement dated 20 July 2026 - CBDT enhances taxpayer services by enabling taxpayers to view their Foreign Asset Information through the Annual Information Statement.
18.2
Why it is here
20 July was the closing day of the last published issue, which went out the same day. The item is carried into this catch-up rather than dropped in the gap.
18.3
Action
Have clients with any offshore exposure open the AIS foreign-asset view and reconcile it line by line against Schedule FA. Do this before deciding whether to declare under the Scheme at ITEM 01 - the reconciliation tells you whether the department already holds the data.
ITEM 19 · TDS CORRECTION STATEMENTS
19.1
Form mapping
Form 138 - was Form 24Q (salary TDS)
Form 140 - was Form 26Q (non-salary, resident)
Form 144 - was Form 27Q (payments to non-residents)
Form 143 - was Form 27EQ (TCS)
19.2
What changed
The correction-statement track for the new forms is now published. Correction statements for TY 2026-27 onwards validate through FVU version 1.2; corrections for FY 2010-11 to FY 2025-26 continue on FVU 9.5, and periods up to FY 2009-10 on FVU 2.191.
19.3
Still awaited
The file format for Form 138, Quarter 4 has not been released. Plan the year-end salary-TDS statement around that.
19.4
Action
Make sure the TDS team is on the correct utility line before filing any correction: the new forms will not validate on the old FVU, and vice versa. Re-check any correction prepared for a TY 2026-27 quarter on FVU 1.2 before submission.
ITEM 20 · RECORD ONLY, AND THE QUIET DOMAINS
20.1
Entity-specific
CBDT Notifications 92 to 117 of 2026, other than 94, 97 and 114, are entity-specific exemptions and approvals - District Legal Service Authorities (Jind, Panchkula), Kerala Headload Workers Welfare Board, Fees Regulating Authority, Noida SEZ Authority, Odisha and Maharashtra bodies, Sir Ganga Ram Trust, the International Institute of Bio Technology and Toxicology, and the Maharashtra Electricity Regulatory Commission (116 and 117 of 25 August). No general applicability.
20.2
CBDT circulars
None issued in the window. The most recent circular remains 6/2026 dated 2 July 2026, covered in an earlier issue.
20.3
GST
No CBIC notification, circular, instruction or order was issued between 21 July and 6 September 2026, across any series. The only GST developments reaching clients are the 29 July GSTN advisory at ITEM 11 and the two ICAI publications at ITEM 12 - the statute stood still, the guidance did not.
20.4
SEBI
No in-window circular met the audit or corporate-compliance scope. The circulars issued were capital-markets and operational - ETF timelines, cyber and IT resilience, FPI power of attorney, mutual fund registration, the OBPP framework, InvIT NDCF, commodity derivatives stress testing, municipal debt, AIF mechanisms and promoter-holding freeze. Excluded per scope.
20.5
Not swept
The UDIN announcements listing is a JavaScript-only shell and could not be read; it is recorded as unswept rather than clear. The ICAI IDTC publications page was reached on a second pass and is fully swept (see ITEM 12). The TRACES / CPC-TDS advisory feed was also unreachable, but the TDS position for the window was closed independently through the TIN utility track at ITEM 19.

How to read thisT-minus counts are as at 6 September 2026, the compile date of this catch-up brief. Only deadlines still open today are listed. Dates that fell inside the 21 July to 6 September gap - the 31 July DPT-3 relief date, the 31 August non-audit return date and the original 31 August CCFS date - are dealt with in the Brief as events, not carried here as live actions. The two hottest rows both arise from extensions granted in the last fortnight of the window.
